Sector Context

In 2026, food security is national security, and the sector is navigating two structural shifts at once. The domestic transition is legislated and irreversible: direct area-based subsidy payments are ending and Environmental Land Management is replacing them, with the SFI 2026 framework streamlined to 71 authorised actions. The international transition is unfinished. The UK-EU SPS agreement is under negotiation, not in force. The two sides reached a Common Understanding on 19 May 2025, a mandate to negotiate rather than a treaty, and the government published its first substantive update on 9 March 2026, including an indicative list of EU SPS legislation the UK would align with. Removal of Export Health Certificates (up to £200 per consignment) and routine border checks is expected only when the agreement takes effect, targeted for mid-2027 and subject to enabling legislation. Until then, all current SPS controls remain in place.
