RESEARCH.

Every other service in the DIRECT architecture asserts things about the world: how an institution decides, where a competitive opportunity sits, which standards apply and in what combination. Those assertions rest on evidence. Most of the time, that evidence can be assembled from published sources — regulatory instruments, verified institutional data, primary publications. Sometimes it cannot. The specific question matters, the available evidence does not answer it, and the only path is original research. FORGE fills that gap.

Regulatory gap analysis. An original examination of where an organisation's current position, management system or operational practice sits relative to a specific regulatory instrument, identifying the gap and producing the basis for closing it.

Sector and market intelligence studies. Original research into a specific sector's regulatory architecture, institutional buyer behaviour, competitive structure, or market dynamics — producing a primary evidence base where none adequate exists.

Institutional risk and governance research. Original analysis of how a specific institution, class of institution, or governance structure is managing a defined risk or obligation — producing a defensible assessment the client can act on.

Corridor and jurisdictional research. Original research into the regulatory, procurement and governance environment of a specific sovereign corridor — the nine corridors Direct Intelligence covers.

Applied regulatory research. Deep original research on a specific instrument, regime or regulatory development: its legislative history, technical requirements, enforcement posture, and implications for a defined operating context.

Research question definition

Every engagement begins by defining the research question precisely — not the topic. A topic produces a literature review; a research question produces a finding. The engagement does not begin until the question is defined well enough to be answered.

ICDM-governed original research

The research is conducted under ICDM governance: primary sources, direct institutional analysis, DI's own sector and corridor intelligence base, and where appropriate direct engagement with regulatory and institutional bodies. All claims carry their legal status.

Evidentiary drafting

The output is drafted to the same evidentiary and register standards as every Direct Intelligence output: sourced claims carry their sources, assessments are distinguished from findings, and legal status is stated precisely.

Delivery and defensibility review

The final output is delivered with a defensibility review: the research finding, the sourcing, and the basis for any assessment are all explicit, so the output can be defended in front of a board, investment committee, or regulator.

The following are illustrative examples of the types of research mandate FORGE accepts. Scope is defined per mandate.

Regulatory gap analysis: ISO 42001 readiness. An organisation deploying AI into a regulated environment commissions a gap analysis against ISO/IEC 42001:2023, producing a structured assessment of where its current AI governance position sits relative to the standard's requirements.

Market-entry research: EU AI Act obligations for a specific system. An organisation entering the EU market with an AI system commissions original research into the specific EU AI Act obligations applicable to its system — classification, documentation, technical requirements, and timeline.

Sector intelligence study: Defence supply chain resilience. A qualified supplier to UK Defence commissions original research into the resilience requirements and procurement expectations of the UK Defence supply chain, including NSI Act implications.

Corridor research: US market-entry for a CNI technology. An organisation considering entry to the US regulated infrastructure market commissions original research into the regulatory, procurement, and institutional environment — covering ITAR, CMMC, and sector-specific frameworks.

Applied regulatory research: Cyber Security and Resilience Bill implications. A CNI operator commissions original research into the specific obligations the Cyber Security and Resilience Bill creates for its operating environment, ahead of Royal Assent.

Research maps to FORGE, the Research pillar of the DIRECT framework. FORGE is governed by ICDM — the Institute of Critical Infrastructure Decision Making. Distinct from the institute's published research, which is available through The Signal and the research hub at /research.

Define the research question, not the topic. The value of commissioned research is a finding against a specific question. Commissioning research on a topic produces a literature review.

Distinguish FORGE from the published research and from the Intelligence service. The published research function publishes what ICDM decides to research, on its own agenda. The Intelligence service produces decision-grade intelligence for a specific live decision. FORGE produces original primary research on the specific question the client defines.

Use the ICDM governance as the defensibility mechanism. Research that carries the ICDM imprint has been conducted to the same evidentiary and register standards as all Direct Intelligence outputs.

Engage early enough for the research to shape the decision. Commissioned research delivered after a decision has been made is a post-hoc justification, not a research output.
